Carnival Rules, Penalties, and Background Checks

What Carnival checks before you sail, what happens when rules are broken, and the one situation that deserves real attention.

None of this should scare you. The overwhelming majority of cruisers never interact with any of what’s on this page. But knowing the rules and the real consequences matters, especially in 2026 when enforcement has gotten noticeably stricter.

I’m Jerry Robertson — Galveston Cruise Guy and Certified Diamond Carnival travel agent. Here’s what Carnival actually checks, what happens when guests break the rules, and the one situation that warrants serious attention before you book.

DOES CARNIVAL RUN A CRIMINAL BACKGROUND CHECK?

Yes, but not on everyone, and not the way most people imagine.

According to Carnival’s official Guest Screening Policy, the company conducts criminal background checks through a third-party consumer reporting agency for guests whose bookings meet certain review criteria. These checks are conducted under the Fair Credit Reporting Act (FCRA) and happen after booking, not at the time of reservation.

What they’re screening for: Felony convictions involving aggravated physical assault, sexual assault and other sexual offenses, armed robbery and related offenses, and other violent crimes.

If a disqualifying record is found: Carnival will notify you by email to the address on file for your booking and provide information on your right to obtain the consumer report used in the decision, as required by the FCRA.

What this generally does NOT include: Non-violent felonies and most misdemeanors generally do not result in denied boarding. Carnival reserves the right to deny boarding at its discretion, but the stated policy focuses specifically on violent and sexual offenses.

Carnival also cooperates with U.S. Department of Homeland Security and U.S. Customs and Border Protection in the screening process, including coordination related to sex offender registries.

⚠️ OUTSTANDING WARRANTS — THIS IS NOT SOMETHING TO GAMBLE WITH

If you have an outstanding warrant, cruising is not a way to avoid it, and it’s a way to guarantee it catches up with you.

When a ship returns to a U.S. port, including Galveston, every passenger goes through U.S. Customs and Border Protection. If your name and date of birth match an outstanding warrant in federal or state databases, you will be detained upon return.

There are well-documented cases of passengers being detained dockside in Galveston and other U.S. ports on outstanding warrants and other legal matters. Cruise lines coordinate with federal authorities, and CBP screening happens for every single passenger on re-entry, and there’s no way around it.

Do not assume a cruise clears you of anything. It does not.

If you have an outstanding warrant of any kind, the right move is to resolve it with an attorney before you book and board a ship, and not hope nobody notices. The ship always comes home.

WHAT CAN GET YOU DENIED BOARDING

Violent felony convictions. Aggravated assault, armed robbery, sexual assault — Carnival reserves the right to deny boarding. The background check is triggered after booking, not at check-in.

Sex offender registry listing. Carnival cooperates with DHS and CBP on sex offender screening. Registered sex offenders are denied boarding by Carnival’s stated policy.

Outstanding warrants. Not necessarily be caught at embarkation, but you will be caught at debarkation when you clear U.S. Customs. Don’t risk it.

Prior Carnival ban. If you’re already on Carnival’s no-sail list from a previous incident, you’ll be denied boarding regardless of anything else on your record.

Improper or missing travel documents. No valid passport or required ID, no boarding, no refund. Carnival is not responsible for advising guests on documentation requirements that’s on you.

Visible intoxication at check-in. Carnival can and does deny boarding to guests who arrive at the terminal visibly impaired, even after the cruise is already paid for.

WHAT GENERALLY DOES NOT DISQUALIFY YOU

Non-violent felony convictions. Drug possession charges, theft, fraud, these are generally not grounds for denial under Carnival’s stated policy, which focuses specifically on violent and sexual offenses.

Misdemeanor convictions. Most misdemeanor records, including DUI convictions, in many states do not trigger Carnival’s screening process or result in denial of boarding.

Past arrests without convictions. An arrest record without a conviction is generally not grounds for denial. Carnival’s policy is based on convictions, not arrests.

DUI/DWI history. A DUI conviction on its own is generally not disqualifying for Carnival boarding, though some port countries may have separate entry requirements worth checking.

Civil matters/bankruptcy. Civil judgments, bankruptcies, and financial legal issues are not relevant to Carnival’s guest screening policy.

Expunged records. If a conviction has been legally expunged and doesn’t appear in consumer reporting databases, Carnival’s background check won’t flag it.

NEW AND STRICTER RULES TO KNOW IN 2026

🔊 Bluetooth Speaker Ban

Personal Bluetooth speakers and radios are restricted in public areas fleet-wide. Use headphones in public spaces. Violators have their speaker confiscated and held for the rest of the sailing. Don’t pack your speaker expecting to use it on the pool deck.

🌙 Teen Curfew — Strictly Enforced

All guests 17 and under must be out of public areas by 1:00 AM unless accompanied by an adult 21+ from their travel party. First violation: written warning from the Staff Captain. Second: $500 fine. 🚬 Balcony Smoking = $500 Fine

Smoking and vaping are restricted to designated outdoor areas only. Lighting up on your stateroom balcony even briefly triggers an automatic $500 fine and potential disembarkation. Fire safety is the reason, and Carnival enforces it aggressively. Know your ship’s designated smoking areas on Day 1.

🌿 Marijuana Is Banned Everywhere

Cannabis is prohibited on all Carnival ships regardless of the laws at your home state or port of call. Even in destinations where local laws differ, possession on the ship itself is a federal maritime violation since ships are U.S.-flagged or operate under U.S. jurisdiction for these purposes. This applies even in transit through ports where marijuana is legal locally.

👊 Fighting = Instant Consequences

Physical fighting results in a $500 fine, potential cabin confinement, disembarkation with no refund, and a permanent ban from Carnival and all sister brands. In April 2025, after a brawl in the debarkation area at Carnival’s Galveston terminal following a Jubilee sailing, 24 passengers were placed on Carnival’s permanent “Do Not Sail” list and one individual was arrested. The incident demonstrates that the entire travel party  not just those directly involved in the fighting can face consequences.

📋 Code of Conduct at Check-In

Every guest acknowledges and commits to Carnival’s Code of Conduct during the online check-in process. This is not a formality it’s a binding agreement. Violations of the code of conduct after agreeing to it can result in a $500 fine, cabin confinement, removal from the ship, and permanent ban.

None of this should scare you the overwhelming majority of cruisers never interact with any of this. The rules exist because a small percentage of passengers make poor decisions and ruin the experience for thousands of others. Carnival’s enforcement has gotten noticeably stricter in 2025-2026, and that’s genuinely good news for the vast majority of guests who just want a peaceful, fun sailing.

The warrant situation deserves special attention. The ship always comes home to Galveston, and U.S. Customs always processes every passenger on the way back. If something is unresolved, handle it before you book not on the dock.

On the criminal background check: Carnival’s stated policy targets violent offenders and sex offenders not someone with a decade-old DUI. Know what they’re actually screening for and don’t panic unnecessarily.

Show up, follow the rules, be respectful, and you’ll never see any of this. That’s the experience the vast majority of Galveston cruisers have on every single sailing.
